Unable to move DJI RS2 Gimbal, servo output does not change volume

I have followed the tutorial DJI RS2 and RS3-Pro Gimbals — Copter documentation
and connecting RS2 to the CAN2 port on the autopilot and wanted to setup the gimbal control on the RC ch 1 and ch 2, to use one side of the rc stick to control the gimbal and the other side of the rc stick to control the rover. i have changed the action to RC targeting, and the ch 2 option to 213, and on the servo output tab, #2 function to mount 1 pitch. but when i move the rc stick the controls channel 2, the #2 servo position does not change at all. I tried armed and disarmed. none will work. I also tried to change the servo function to motor 1, and the position does not move neither, no matter armed or unarmed. I have attached my parameters, please help. thank you!
