SET_POSITION_TARGET_LOCAL_NED implementing for Plane

Hi, I 've started to dive into coding with ROS for arduplane and I want to implement some features, in that case there is a mavros_msgs/PositionTarget.h lib for the the copter’s SET_POSITION_TARGET_LOCAL_NED value but I want to implement the messages for arduplane, is there anoyone can help me what to do?
