Servo output not holding (SOLVED)

I have an issue commanding pwm outputs. I have set a tx output RC7/RC10 and used options for passthrough, gear, and parachute. When I map a servo (I have tried 7 and 9) to the corresponding functions, and then when I actuate the tx switch my pwm reader goes to 2000 momentarily and then back to 980 or from 1100 to 900 for landing gear.

MAX and MIN set on radio and servo outputs.
