Pwm has no output change after copter is armed

I am using a CUAV X7 Pro flight controller. RCOUT keeps outputting 1100 after ARM. I don’t know why. This is my flight log. . thank you all

There is no error message on the ground station, the pwm has not changed and it is always 1100
