Low voltage on Pixhawk 2.4.8 servo rail

I am trying to figure why I am only getting 0.7 volts off the rail when the aircraft is armed. I have looked through the parameter list to see if a setting was off somewhere. I have never had this problem before and I could sure use some help. I attempted to attach the parameter file but I am not sure how to do that.

PIXHAWK does not power the servo rail. You must do so appropriately.

The pixhawk is being powered through the ESC.

A Pixhawk 2.4.8 could have questionable quality and may actually be missing components or features.
It would be highly advised NOT to power the flight controller from the servo rail, but use the correct power brick (or BEC) via the designated power connector.

And ESC’s are notoriously noisy for supplying 5 volts

That doesn’t mean that the servo rail is powered unless you connect a source to it.
