I can see from vibes the engine was running. Sounds a bit strange that with throttle valve fully open (almost) rotor head is not spinning. Are you sure the engine was started in the right sense of rotation?Might happen they start reversed, especially with throttle blast open like that. Needs more details about the overall mechanical arrangement, possibly pictures. To debug engine RPM you need an oscilloscope or better, buy the sensor I have recommended.
