How to set ATC_INPUT_TC and SERVO_OUT params?

Hi All

I am using Pixhawk 2.4.8 on my 400mm Quad.
I have recently update the firmware to Copter 3.6.1.

I have found these parameters ATC_INPUT_TC and SERVO_OUT.
I am not sure how to set these Parameters, any can help me would be greatly appreciated?

So after flying my Quad i found the value of ATC_INPUT_TC to be 0.15.
As i have moderate response at this value.

Now i am concerned about what is the servo_out default value.
