Arduplane Ground steering not working at all

Hi, I have a taildragger, and I have setup the ground steering according to the manual, but the ground steering doesn’t work at all. Also the rudder does nothing.
The compass is configured and working properly.

I set the STEER2SRV_MINSPD to 0 for testing

Please help!
