What is difference between BEC and DC to DC Step down power supply?

There is no difference, if the specs are the same.
For example a 6S BEC with a 5V, 5A output is the same as a step down DC-DC converter with 12 to 30 V input and 5V 5A output

Basically nothing. “BEC” = Battery Eliminator Circuit”, which is a term that has come out of the hobby industry to describe a dc-dc stepdown.
