VTOL can't be controlled at high voltage in SITL

Hello.

below Video shows SITL’s bug.

If I set sim_batt parameter to 50.4v, in the quad copter mode, VTOL will go crazy.

only at 12.6V it operates well.

for some reason, I have to fly at 50.4V.
