Tilt rotor VTOL is losing altitude, when it is take off

Hi friends,
We did Quadplane. Flying Quad plane is done 100% successfully. After Quadplane success, we planed front 2 motors to tilt(motor1 and motor3).
our problem is when we are rising throttle plane is achieving an altitude of 2 meters and descending swlowing. In mission planner locking like our tilt rotor is under power, But this plane is flying very well when we did quad plane. we just turned the quad plane into a tilt quadplane.
