First “on” and then “off” is the expected sequence, especially when there is a “long failsafe cleared” afterwards.
As long as it only happens on startup I wouldn’t worry about it too much.

@LY_Ord Please think about what you are posting, ideally before you are posting. Apart from being copter parameters in a plane discussion, both of these parameters have nothing to do with the problem at hand. Additionally, the combination of FS_THR_ENABLE with 2 is even invalid/unused since copter 4.0.

I’m going to agree with what @Janno has said. On start up that is not unusual behavior.
