Streaming missions to several rovers

When I built my flock of swans, I chose a decentralized solution for syncronize them. Each swan is having its mission uploaded onboard, synced by UTC delays. This solution is quite reliable, but also kind of unflexible.
I’m now looking for a new setup, having a laptop at the shore that streams the mission live to the 12 swans using guided mode.
Can someone point me where to start?
Drone kit? Wifi? Is it possible at all?
