SITL Parameters and Throttle Control

I am trying to understand how ArduPlane controls the throttle in SITL. I am using the Rascal100 model with jsbsim and Arduplane. After starting up the SITL, it launches jsbsim with no issues. I can then launch QGC and create a mission plan. In my mission, I have set the cruise airspeed for 40m/s and I have increased the max airspeed parameter in the firmware settings. When executing the mission, the plane only flys at about 23m/s and will not fly faster. While doing this, the auto throttle settings stay around 20 to 40%. Are there other parameters that I need to change to get the model to fly faster than 23 m/s?
