Servo Output working but motors not responding

I’ve built a quadcopter using the pixhawk4 with the holybro PM07 power management unit. They are connected via I/O PMW input/oputput.

As shown above, my servo output seems to be working.

Remote input seems to be working fine as well.

I was reading the manual for the PM07 power management unit (

I wonder if connecting I/O with FMU somehow has to do with anything.

If anyone have an idea why this may not be working or have a suggestion for steps to check the ESC signal or motor voltage I would appreciate that.
