"RX throttle" and "Actual throttle output" in T-Motor Alpha ESC telemetry

When I retrieved telemetry data from the Alpha ESC 80A, I was able to get the values ​​RX throttle and Actual throttle output in the format shown in the URL below.
I don’t understand why there are two types of throttle. Can anyone tell me what these mean?

I guess that is what ESC is commanded to do vs what it tries to do after applying soft start, slew rate etc.
