I have Copter-4.0.3, but this was also observed on Copter-4.0.2, I tried the matek f405std board and got the same,
r9m and r9mm receiver.

Play with your offset on the mixer. I have set mine to 41. MP, QCG and yaapu show now
nearly the same value as the transmitter rssi .
My Jumper R8 does not output rssi via sbus to the fc and I must use a free channel to upload.
