Quadplane motor output

If i arm my quadplane in Qstabilize/loiter/… and trottle up the motors spin at a constant speed of (about 5%). I used the recomended parrameters and my esc’s are callibrated, does anyone know how to solve this or what parrameters determine this? The forward motor works fine in plane modes but only reaches 80% in stabilize mode, how can i make this go to 100%?

Update: suddenly the motors worked propperly without changing any settings but now they have stopped working again…
