I am fabricating a VTOL build with cube orange and MN 5008 Motors. These motors require 22.2V for max output of 4.2Kg thrust at 100% throttle. If I use a 6-12s PDB with BEC output 12V the motors will be restricted right? Also does a PDB without BEC have voltage or ampere restrictions?

the BEC on the power distribution board does not power the motors. The BEC is there to supply servos, video TX and other components with their respective voltage.
The ESCs/motors get their power directly from the lipo. The PDB just makes it easier to connect multiple ESCs/motors to one lipo.
