Motors not spinning with 4in1 BlHeli_S esc and MatekH743 mini Fc

but when I arm it using radio or actions tab, 1 or 2 motors never spin at all.

Sitting on the bench with no props?

Yes i tried on both bench without props and on a small launchpad with props.
