Motor Emergency Stop not working in fixed wing configuration, flight mode: FBWA

I have a quad vtol aircraft, the front two motors tilt so the plane can fly in fixed wing configuration after a hover VTOL take-off.

Motor Emergency Cutoff was set RC5_OPTION = “31”

This works as expected in QLOITER and QSTABILZE quad hover modes, but not when the aircraft is flying in fixed wing, i.e. FBWA. The motors stay on.

Any ideas?
