Does Mission Planner support MAV_CMD_NAV_LOITER_TO_ALT?
It’s on the list here https://ardupilot.org/plane/docs/common-mavlink-mission-command-messages-mav_cmd.html#mav-cmd-nav-loiter-to-alt but I can’t immediately see it in the drop-down in MP.

That is strange, because the list on your picture shows the options for Copter.
You have to connect to your plane to make Mission Planner recognize that you using a Plane.

How about that! I connected to the plane, and now I can see this option. Thank you for pointing me in the right direction.
Is there a way to tell MP that I’m designing a Plane mission even if no aircraft is connected?

Start a SITL plane and connect to that. It will keep MP in airplane mode even after disconnect.
