This applies in both directions up and down, and applies in both Loiter and Alt Hold.
These two parameters control the climb and descent rate in Autopilot modes:
copter.ardupilot.com/wiki/arduco … V_SPEED_UP
I believe they were done separately because you might wish the autopilot to behave a bit more gently than you would when you are controlling it.
