When I plug my Cheerson CX20 in to my laptop (any) USB port while APM is running, I get a message saying that the last USB device you connected to this computer malfunctioned and windows does not recognize it. I have tried multiple cables both with and without APM running.
Sounds like the USB drivers did not load correctly.

Make sure you are plugged directly into the laptop. No hubs, no extensions, please. Do NOT use the socket on a printer or scanner. Try all the sockets on the laptop. You also try to gently clean the exposed pads on the plug with a pencil eraser if you can reach them. Good luck…

Check for the Drivers installed properly or not.
If you are using windows 8 or 10 the driver wont be installed, asking you to disable driver signature enforcement. Try disabling and restart your Laptop.
