How to reboot rover via telemetry

When I try to reboot rover via telemetry, it is rejected.
COMMAND_ACK: PREFLIGHT_REBOOT_SHUTDOWN: FAILED
How to reboot rover via telemetry.
also disarm it is failed.
COMMAND_ACK: COMPONENT_ARM_DISARM: FAILED

Your rover won’t reboot if armed. Need to figure out why it will not disarm over the telemetry link. Good luck!
