Hexacopter Unable to withstand nominal wind conditions

I’ve a hexacopter with enough thrust to weight ratio (2.8:1), but it fails to sustain 3-4 m/s wind.

Observations :

  1. Motors are tilted by 2-3 degrees in X axis, I was able to align those in U axis but I failed at X axis .
  2. All motors are working on different PWM values.
  3. Some jerks/oscillations observed visually while flying.

Looking for suggestions to make it fkt stably.

Also need guide on tuning PIDs? Will it resolve my issue or not? If yes how and if not why?
