Has STATUSTEXT MSG TargetSys byte?

Hi, I Would like to ask if STATUSTEXT messages has got Target System and Target Component ids?

there is some data dat was send from QGC to MAVProxy SITL.

I tried to decode it using https://mavlink.io/en/protocol/overview.html and
http://mavlink.org/messages/common#STATUSTEXT
It looks like

There was not targets byte ?
Tell me if i am wrong or it is some kind of special kind of messages?
