FailSafe to HOLD only

Hello all,
I am setting a boat to be autonomous and I am struggling with the FailSafe function of it.
I don’t know if it is relevant but I have the latest ArduRover installed on a Matek F765 FC.
No matter what I do, when I engage the FailSafe it always go to HOLD and I want it to go to SmartRTL.
The truth is that I am testing it indoors where I don’t get a GPS signal, is it because if it? Is it switching always to HOLD because it doesn’t have a GPS fix or is it a bug?

Expected behaviour. RTL/SmartRTL modes cannot activate if the vehicle does not know its position.
