DO_VTOL_TRANSITION API isn't work in vtol plane

Dear all,
We tried to simulation of vtol plane in sitl.
We use COMMAND_LONG API to send MAV_CMD_DO_VTOL_TRANSITION.
After send command,COMMAND_ACK response MAV_RESULT_FAILED.
Do you know why and what is wrong?
