This allows you to bypass the disable starting while disarmed option in #25053 o…nce. The workflow this enables is as follows: 1. Start with a disarmed/safety enabled aircraft 2. Disable the safety switch (physically or with software) 3. Preform inspections of the fixed wing flight control surfaces/motor test as desired 4. Send the MAVLink command (or jump via the mission) to allow starting while disarmed 5. Start the engine, preform engine checks 6. Arm the aircraft and start the flight. The main target here is the minimization of risk as we move through the system. When inspecting the fixed wing surfaces we don't want to risk starting the ICE engine, but when we get to starting it we'd actually like to be disarmed, as that stops us from risking taking off by accident or flying the mission. This had been tested before, but it has since been cherry-picked and rebased, so I need to actually retest this with hardware. This needs an accompanying MAVLink commit to define the usage of param4. (I'm planning to use it as an options bit mask). Accompanying MAVLink PR is https://github.com/ArduPilot/mavlink/pull/331

The `airspeed_sensor_enabled()` function checks the primary sensor, however, we …may not be using the primary sensor thanks to affinity. The problem is whenever affinity tries to use a sensor other than primary. It checks health, but not use. https://github.com/ArduPilot/ardupilot/blob/e0a012919c5ab11a964a70890237960d96b01a03/libraries/AP_AHRS/AP_AHRS.cpp#L3080-L3085 I should add that I have not checked if affinity could actually try and use a sensor which is not set to use. So this may or may-not be possible to hit this issue.

Minor modification - implementation of the send_attitude_target msg. streaming …(for quadplanes). The code is analogous in its structure and functionality to the implementation in Copter. This is the same mod as reviewed in #25253. I broke the PR along the way, but now it is all good (and requesting to pull to master, as instructed).

Built on top of https://github.com/ArduPilot/ardupilot/pull/25305 This messag…e is the GCS telling the vehicle what the compass offsets are, but it isn't specifying anything else about the fit. If we've had a previous calibration then the existing ODI and DIA elements may not mesh well with the new calibration values the GCS is inserting. Also allows the feature to be compiled out. It's only ~80 bytes, but is a flawed/over-specialised interface.

This work sponsored by FreeSpace Operations. This saves ~1600 bytes on minimi…zed boards, which lose this feature, and a few bytes on other boards. There are two new defines, one which takes out the "payload place flight behaviour" (`AC_PAYLOAD_PLACE_ENABLED`), and one which takes out the payload place mission items (`AP_MISSION_NAV_PAYLOAD_PLACE_ENABLED`). You won't compile if the mission item is enabled but the flight behaviour is not. Reason for the two defines is that this "payload place" flight behaviour is slated to be enabled for "ship operations", so you can use the descent and payload release behaviour outside of auto mode. This also cleans up the safe-ground-handling code to make it more consistent with other similar blocks.

Current behavior: - After we loiter-down to altitude we switch to QLAND which s…tops the aircraft right where we are and immediately land. Problem: - Aircraft lands somewhere randomly on the circle's perimeter. Can not reliably choose where we land. New/Proposed behavior: - Aircraft lands at the center of the loiter circle which is a selectable place (especially with PR https://github.com/ArduPilot/ardupilot/pull/25318) Possible future PR suggestions for this flight mode: - hold-off the loiter "exit" until we are down-wind so that the land approach will be into the wind - rename the ModeReason - rename the flight mode

I don't find the status text of "Throttle armed" useful at all on plane, particu…larly because I have both generally good tracking of that, and on a ICE plane where you may be starting the throttle while disarmed this is particularly misleading. Interestingly both copter and sub actually only sent text messages in SITL, so presumably this isn't a unique opinion. This adds an opt in behavior to not send the message. SITL tested on plane.
