I can use loiter mode when use RC controller, so I have a question below:

can I use loiter mode in drone-python app?

Yes, you can use whatever mode you want. Have you read the Dronekit documentation?

… Just remember that you’ll be controlling the vehicle with the RC controller while it’s in Loiter.
