APM planner won't start on win7

Hello, new to APM planner, when I download it gets to the download complete all files extracted, shortcuts created, when I close the dialog box there is no shortcut.
The file is in the destination folder, If I click run it just runs through the download all over again, same with run as administrator, I can’t get into it.

same issue with me ,
APM Planner 2.0.20 won’t start in Win 7.

I’m glad I’m not the only one, I’ve tried everything I can think of, the download logs say everything is there and extracted but I cant get at anything.
