the lights r stable, its being detected in device manager, but mp is saying that there is no heartbeat pls help, i tried reinstalling but its the same thing, is there a posibility that the board might be fried? as previously there was a small short in the esc’s, is it a problem in the drivers or software it self?
If you are starting a new project don’t use APM 2.8 it is ancient, even something like SpeedyBee F405-Wing will be miles ahead in pretty much every metric. Using APM 2.x will lead to your suffering and worse outcome for your project.
If you are resurrecting an old project consider it a sign from whatever higher being you believe in to upgrade your hardware.
If you have to use it for compliance, good luck finding quality APM 2.x boards nowadays. If you want to work with APM 2.x you need old version of Mission Planner, which one you can find in numerous threads about APM 2.x boards. I would check baud rate first. It may be 57600.

I don’t know prices in India but STM32F405 FCs are pretty cheap on AliExpress. Just don’t get Artery 32 one as these aren’t supported by Ardupilot. Look for something with microSD card slot or more than 100MB black box (Ardupilot can log like there is no tomorrow 
). You may need to replace the receiver if it doesn’t have some sort of serial output like SBUS or IBUS or PPMSum etc.
If you want a fancy flight controller look for something with H7
