Okay. I will keep trying w/ the board level config. outside of the building of the cross-compilation since I already have the binary on the board.

Yep and yep again. I got the binary built w/ arm-linux-gnueabihf and on Debian WSL2 and Ubuntu WSL2.
upload on the target works and so does rsync.
