Unfortunately, this did not help me. I have everything installed in my VS 2017 community, but still doesnt work.
The refference to System.Speech dll still doesnt not exist
But i fixxed it with hardcoded path like
C:\Program Files (x86)\Reference Assemblies\Microsoft\Framework.NETFramework\v4.6.1
Only it that case it worked for me
