When you run Motor Test in Mission Planner (no props) and steadily increase the throttle % do the motors increase in speed all the way up to 100%?

I don’t know how you came up with that amps/volt value but it’s way off.
Looks like you disabled some SERVO parameters required for Dshot/Bdshot. If you want to test plain old PWM you need to set the MOT_PWM_TYPE parameter to 0.
