Siyi ZR10 Gimbal Not Responding to Payload Commands

Hello,

I have been fighting with my Siyi ZR10 the last couple of days. For some reason, I can see the status of the gimbal properly but none of my payload commands in mission planner generate any movement from the gimbal, it is always stuck in its neutral position.

I tried to use the Set Mount action to bring it to MAVLink Targeting, but no success.

I am attaching my configuration and a couple of screenshots for proof it is connecting just fine but is ignoring my commands to move it.

Here is a screenshot with the tilt slider all the way down, with no movement of the gimbal (hence the 0.5 degree tilt status).

So, I have a second configured hexacopter with the same camera and it works, I see no real difference in the configuration that would cause this issue, I also made sure there was no RC input coming in from anywhere, no luck. Here is the hex config.
