Single motor RPM oscillation & shutdown - bad ESC or Motor?

Freshly built. One of the motors first has issues starting to spin once armed and then continues to have high oscillations. Eventually, the ESC or FC shuts down the motor.
Here is the extract of the logs showing the bad motor/ESC and one of the others that seems fine:

Setup:
BlHELI_S with DSHOT300 and the bluejay firmware.
Motors: DJI Mavic Mini 3/4 motors (the foldable props may need a bit more inertia during arm.)

The wiring seems fine and the contacts are not bridged nor did the ESC fail the continuity test using my multimeter.

Is that a bad ESC or motor?

I swapped the ESC. The problem remains the same. I tested the resistance of the motor phases and it seems one is off by a bit. I will order a new motor and see if that solves the problem.

New motor solved the issue. I also measured a slight difference in phase resistance on the bad motor.
