Servo Gimbal axes arrangement

All of the gimbals I’ve seen til now have pitch motor/servo attached to the camera assembly and roll motor/servo attached to aircraft frame or pan motor/servo.
If this arrangement is reversed (roll motor attached to camera assembly instead) will the gimbal controller works?

The axis arrangement is to keep the axis relative to the desired direction.

eg: roll axis counteracts the roll of the craft then a tilt of 90deg still points down, but if tilt is the first axis (in a 2 axis gimbal) then when tilt is down 90deg roll becomes yaw.
