QUAD Plane Transition RATES

Works pretty much straight out of the box when I installed on our large 3 meter fixed wing. Just tuned down Angle and P rates for pitch and roll.

One thing I wanted to note, during transition from Q_HOVER to FBWA there is a dead zone where airspeed is not sufficient for the ailerons to have any effect and also ailerons are compromised from quad motors disrupting flow on our platform, and it seems that the Quad rates are being limited (?), which leads to lack of authority on commanding roll angle changes.

How would it be best to address this?
