Problem to launch JSBSim in Win 10

Hi there
I wanna launch jsbsim ../Tools/autotest/sim_vehicle.py -v ArduPlane -f jsbsim:Rascal
But jsbsim_start_0.xml" could not be loaded

I must install installer of JSBSim or build it enough?
