How to send commands in GUIDED mode?

Hi everyone,

I am trying to send velocity commands to my quadcopter following the ardupilot documentation at

and it says that the through the SET_POSITION_TARGET_LOCAL_NED is possible to send both position and velocity commands, however I fail to understand how to do this… epsecially when trying to follow the link to which it directs me

Is there way to use this in the mavproxy window? or (even preferable) through mavros?
