How to generate wiki locally using Sphinx and Github content

can you please include instructions on generating wikis locally from the Github content using Sphinx.

I don’t have network connection all the time.
For example, i wanted to have the DroneKit-python docs locally.

I downloaded Sphinx for windows.
I cloned the Dronekit-python from Github
cloned the Sphinx_3DR_Theme

I have not been able to get it to work.
Your kind attention is appreciated.
