I would like to know how this fixed value of sensor hardware latency—for example, the magnetometer hardware latency magDelay_ms = 60ms—is derived.

ICYI, I tried walking the git history. (Maybe you did too.) Hoped there was some PR which set it and provided documentation at the time. For this, the value was part of the initial contribution, and it has never been changed. So I didn’t find the discussion/justification I hoped for.
