Strictness is a quality gate. It does not change the quality of the calibration. But if prevents the calibration to complete if a certain quality is not achieved.
So start with a good GNSS signal, outside without any magnetic interference, away from concrete walls and floors, and with very strict. If that does not work, reduce it.

Vehicles that do not have a GNSS at all should use one when performing configuration and tuning. After that you can remove it.
The methodic tuning guide points this information out and you can use that to inform yourself how and why it should be done like this.
I do not see a reason for knowing the magnetic declination at my location during calibration, as it is calculated and applied to the compass data each time after I have a GPS lock.
If the determination of a declination would be the only reason, a 2D GPS fix should be sufficient. It’s not a matter of meter or cm precision or altitude in that case.

You don’t. Calibration is for local on vehicle effects and Declination is to account for True North Vs magnetic North.

It is important that when compass calibration is done, the vehicle have a good 3D gps lock, in order to assure the best setup. If necessary, move outdoors in order to get a good 3D gps lock before doing the compass calibration.
Best setup? Sure, we need correct declination, which is achieved after GPS positional data is met, but what does that have to do with compass calibration?
