Change in RELAY handling at startup 4.4 -> 4.5.6

Hi!
There is a change in RELAIS output from 4.4 to 4.5.6. During boot process, the FC switches an RELAY output shortly to high level, even if RELAY(x)_DEFAULT is zero.

The effect is reproduceable, V4.4 → output stays low, V4.5.6 output has a high impulse. Since we use the relais output from the FC to trigger some things, this is quite bad.

FC is a Matek H743 slim V3.

I just got my relay (pulse) working few hours ago. No such issue with Cube pilot FC. If there is bug, Hope it helps the developer to narrow down the cause. I am using Arducopter 4.5.6.
