Ardupilot SITL + Gazebo Multiagent support

Hello everyone,

I implemented a multiagent extension to the ardupilot_gz repository based on previous work by
srmainwaring a few weeks back.

I currently tested it on Ubuntu 22.04 running ROS 2 Humble and Gazebo Harmonic but would be glad if someone could test it on other platforms to ensure it works as expected. Also any other feedback is highly appreciated.
