Copter: correct setting of deadzone on RC tuning channel

We lost this when moving from fixed-CH_6 to RC_OPTION=219 in https://github.com/…ArduPilot/ardupilot/pull/25203/files Without this the channel may have a deadzone, meaning the tuning knob won't be entirely linear across its range. From a user perspectiv they might push the value up and up, then find it doesn't move for a while... and then move a lot. Impatient users might blast past the deadzone when nothing is happening... Behavioural change here: making a channel transmitter-tuning now requires a reboot for it to take effect. This is so we set the deadzone in just one place. Live-resetting the DZ on any channel you set to 219 seems like it could be unfortunate, and Copter doesn't update channel except on reboot (unlike Plane and Rover)

It would save you a reboot as well.

(BUG Fix) AP_VideoTX: fix VTX hang when setting LowRace band (Analog 5.8 GHz)

Fixes #24965 ## Bug fix descriptin: *Fixes an issue where setting the VTX_BAND… parameter to LowRace would cause the video transmitter to hang or stop responding. Now LowRace band can be selected and used reliably without causing any malfunction.* ## Bug description: To verify, I corrected the frequencies for the L band channels in the code and compiled a custom firmware build for the **SpeedyBee F405 V4** flight controller and a **RUSHFPV MAX SOLO VTX 2.5W** (48-channel version). Rover: add arm-once-after-prearms-pass functionality

Add option to Rover to arm the vehicle *once*, once prearm (and arm!) checks hav…e passed. This is intended to be an alternative to having an `ARMING_REQUIRE` of 0, which can cause all sorts of fun which is best avoided. Also adds an "REQUIRE_POSITION" as a DriveOptions setting for Rover, the same as Copter's "REQUIRE_POSITION" functionality. Tested in SITL. autotests coming, assuming this doesn't get insta-killed...

main: set local node icon becomes hand

This replaces the icon to the right of the "Set local node ID". Currently it is… a checkbox but after this change it becomes a "hand" with the word "Set" to the right of it. A checkbox is normally for turning an option on/off but in this case what we really want is more of a button. Using the "hand" icon is consistent with other pages like the "ESC MAnagement Panel" I must admit that I haven't actually figured out how to build and run this change so it's untested but I still suspect the change works. If someone could give me a bit of advice on how to build and test I'd be overjoyed to test this important change :-)

A: I’d prefer it that the local node ID option is ticked by default in the “splash screen” where we select the interface.

But this approach here is OK as well.
Building this tool in Windows is hard. For Linux is pretty easy, utilizing python pip.

R: Giving access to the USB in WSL is a bit tricky as well.

Add logging of data coming through uarts

Roughly based on the raw GPS logging. Notable difference is that the packing …into chunks is done in the caller, not the thread loop. This is because we log which direction the data travelled in, and we don't want to run two buffers! Second notable difference is that the thread moves through a linked list of allocated doing-raw-logging structures, which the backends may allocate based on parameters. Also includes a utility which translates from one of these capture files into a .tlog.
