All motors spin when enabling safety switch

Hello Team,

Using Cube Orange Plus. ESCs and Radio are calibrated but when safety is being enabled by long pressing the button, motor spins for the duration of button hold till safety is enabled.

But log plot says no PWM signals on RCOUT.

One more observation, when motors are running and if I try to enable safety, motor Thrust is increasing till Safety is enabled for the duration of button press.

Is it a hardware issue, safety-switch issue, calibration issue, esc issue or configuration issue?

MOTOR_SPIN_MIN is around 0.15
MOTOR_SPIN_ARM is around 0.1

Please note have been able to fly the copter in stablize, althold, loiter landing modes without much issues with safety feature disabled.
